It's not a local plant but a garden plant, one of the trumpet creepers -- Campsis x tagliabuana -- a hybrid between the North American C. radicans and the Chinese C. grandiflora, originated in the nursery of the brothers Tagliabue in Milano ca. 1858. There are several named clones differing in flower colour, from pale orange to brick-red.
 
My thought about the name 'capensia' is that it results from confusion with Tecomaria capensis, another bignoniaceous shrub/climber.
