I mercifully lack burrowing mammals, but I have friends in gopher country
who swear by electronic vibrators [on green stakes] for both gophers and
moles. Allegedly, these devices act as territorial markers.
But my friends also have very active dogs.
This spring I visited a garden in the Mother Lode country south of
Sacramento CA, where EVERY woody plant was encased in a mesh basket -- the
owners had lost everything they tried that wasn't protected.
