As others have pointed out, you do have pressure in your system, the pressure that come from gravity and how much higher your storage tanks are than your slope.
You might check out the catalogue at Dripworks. They have several pressure compensating emitters that operate at very low pressures. They also have a technical support staff that can help with problems such as these.
