1. Rent a sod cutter and remove the old lawn
2. Water the site every day, twice a day for 2 to 4 weeks. This will bring up weed seeds and growth from tenacious grass roots/psrts.
3. Spray with Round-up (for those so inclined) or hoe/shave off the weedlings and baby grass. Don't dig, till or otherwise further disturb the soil; it will only encourage further weed growth.
3b. If the weed/grass growth was super strong, repeat 2 and 3.
4. Plant new lawn (?) or plant a new landscape with water-conserving, lower-maintenance plants.
