I believe the ANLAs real concern is that there may be pressure brought
to bear
that might inpinge on their capacity to import new plant spp.
APHIS have not had a lot of luck in this area and would dearly love to
be able to prevent
weedy plant spp. from being introduced to the US as we do here in
Australia.
These executive orders don't amount to much anyway
they released a similar one some time ago about invasive animals if
memory
serves me right.
Anyway if your interested subscribe to the USDA-APHIS List server
there are constant discussions about invasive animals and plants.
APHIS are rightly concerned that all they seem to be able to do is
document the spread of a new species without being able to step in and
get rid of it
before it came do much damage.
Political lobbying from interest groups prevent change, the invaders
take over,
and the USA public loose great chunks of thier national heritage...
sounds like a corny B grade movie but you should hear the horror stories
on that list!
