Do these descriptions of Salvia corrugata sound like your plant?  One is
from Carl Epling's A Revision of Salvia, subgenus Calosphace.  The plant is
supposed to occur in Peru and Columbia.  If anyone wants, I have a black &
white image (275K LZW TIFF) of the related S.styphelus that I can send as an
attachment on a separate post.  Is seed available?

Frutex aromaticus altitudine ad 3 m ramulis dense lanatis mox subglabris,
internodiis ramulorum principalium 5-10 cm longis, ramulorum lateralium
0,5-1 cm longis; foliorum laminis 6-12 cm longis, 1,5-3 cm latis,
oblongo-lanceolatis acutis obtusisve, in basi rotundato-truneatis, margine
crenato-serrata, pagina superiors subglabra, bullato-rugosissima, inferiore
villosa vel lanata, petiolis 0,5-1,5 cm longis elatis; floribus 6-12 in
verticillastris bracteis 5-10 mm longis supremis ovatis deciduis infimis
subfoliosis subtentis, glomerulis in spicas cylindratas 3-8 cm longas
confertis; calycibus florentibus extus viscido-lanatis 6 mm longis, in
maturitate 9-10 mm longis, labia superiors 7-venis obtusa, inferioris
laciniis acuminatis brevioribus, pedicellis 2-3 mm longis elatis; corollarum
atro-caerulearum tubo 11-13 mm longo ad basim valde constricto-invaginato
ventricoso, labia superiore 7-8 mm alta, inferiore 6-9 mm longa.

This is a crude tranlation, using the DOS TransLat program of Peter Bostock:

aromatic bush with a height towards 3 m with densely woolly branchlets soon
sub-glabrous with internodes of principal branchlets 5-10 cm long, lateral
branchlets 0.5-1 cm long; with leafy laminae 6-12 cm long, 1.5 - 3 cm broad,
oblong-lanceolate, acute or blunt at the base, rounded-truncate, with the
margin crenate-serrate, with the upper surface sub-glabrous, bullate-very
rugose, lower villose or at least woolly, with petioles 0.5-1.5 cm long
tall; with flowers in verticillasters with bracts 5 - 10 mm
long, topmost ovate-deciduous, lowest  somewhat  sub-leafy subtending, with
glomerules in crowded cylindrical spikes 3 - 8 cm long; with viscid-woolly
calyces flowering on the outside 6 mm long, at maturity 9 - 10 mm long, with
blunt 7-veined upper lips, lower with shorter acuminate laciniae, with
pedicels 2 - 3 mm long tall; corollas black-blue, with a tube 11 - 13 long
at the base strongly constricted-invaginated swollen, upper lip 7 - 8 mm
long, lower 6 - 9 mm long.

Here is Ray Harley's description from The Genus Salvia (Labiatae) in
Columbia, Kew Bulletin 40(2)(1989):

	Section CORRUGATAE (Benth.) Epling

3.	Salvia corrugata Vahl, Enum. 1: 252 (1805).  Type: Ecuador, J.Jussieu
(holotype P, n.v.).

An erect aromatic shrub 1-3 m high with lanate stems.  Leaves
oblong-lanceolate, 3.5-6 x 1-1.75 cm, the base cuneate, upper surface
strongly bullate, glabrous except for the veins, lower surface
grey-tomentose.  Inflorescence of sessile, solitary terminal racemes, 4-8 cm
long, (occasionally axillary racemes develop from the uppermost leaf axils);
bracts ovate, semi-persistent; calyx violet, the upper lip 7-veined; corolla
blue, 15-19 mm long, the lips subequal, the lower deflexed; stamens included.

HABITAT & DISTRIBUTION.  Widely distributed in the Andes from Southern
Colombia to Peru.  In Colombia it is a local species of secondary scrub
between 2500 and 3000 m from Valle southwards.
