Lavender has rotted in an enclosed plastic case for me. Now I root all
mediterran type plants with a fan circulating air over the tops. If a
plant can grow in a dry environment then root it with lots of air
circulation.
Keep the root stem moist but use a medium that contains something with
large pieces such as extra coarse perlite along with your normal peat. You
can also use oasis cubes, squares of a foam like material that creates a
moist environment in a very space efficient manner.
This time of year low temperatures aren't a problem but in winter I use
bottom heat to accelerate rooting.
