This coud be self-defeating in the case of rare species threatened by
extinction due to local "develoment". One hears harrowing tales of these
from plant lovers who have been on the spot and seen how callously
indifferent the locals often are to the fate of their treasures.
I always distrust these blanket proposals so beloved of the bureauocrats
and so often agin common sense.
