brown and ugly Japanese Boxwood

Hello fellow plants people.
Does anyone have suggestions for keeping Japanese Boxwood looking better than
these brown and tawdry ones? I have done some fertilizing, reliable water,
some decent mulch, and a bit of prayer. Still these 2 year olds are behaving
as though the soil isn't right...here in very northern coastal California.
