Susanna I'm a chemist and not that much of \a biologist. But I seem to remember a chemical that is a soil sterilant. As I remember it is calcium cyanamide but I'm not sure. It kills everything. But probably noyting will grow for several seasons. So if the problem is as bad as you seem to indicate, maybe this drastic procedure could be used.
But I emphasize, you must researchthis and find out if my memory is correct! OK? ---Chas---
