It is good to remember to grow plants that are especially good for your 
particular soil and climate.  I remember trying to grow Juniper on a 
recently stripped (by machine) hill side, when we lived in San Mateo.  The 
Juniper was supposed to be a ground cover.....but they just sat there doing 
nothing.  Then I discovered fertilizer!!!  Wow!  They just loved it and 
covered the area in no time.
Looking back on my inexperience etc.  A different, more natural, ground 
cover would have been appropriate. Less costly for sure.
