If you take to no-till gardening, then everything goes on the soil
surface anyway, but even if you still follow the digging style it has
been well proved that only finished compost is entirely safe to dig into
the soil, if you do not want to risk problems with temporary soil
nitrogen deficiencies or even sometimes other adverse reactions..
Unrotted mulches are usually quite safe if applied just to the surface.
On rare occasions when they do cause plants to go yellow a nitrogen
application will soon put things right.
