Except for the north-facing slope, it sounds like an ideal situation for 
Bougainvillea, and that's certainly a popular choice in your neck of the 
woods.  It withstands considerable drought (even seeming to flower better 
with less water), and covers itself with flowers over a long season, right 
through the summer.  There are a number of attractive varieties (including 
one called "San Diego Red").  I don't remember the earlier discussion, but if 
avocados are grown in your area with no problem, then cold shouldn't be an 
issue with Bougainvillea.  I wish I could get one to succeed up here in 
northern California!
