seed starting in no-til

I'm thinking a lot about no-til methods and have begun with newspaper,
compost and leaves. But I'm now wondering whether it will be possible to
start seeds this way. I usually plant lettuce and carrot seeds right in the
ground. How would it be done in a no-til situation?
