I like, among other plants, Salvia sonomensis below Salvia clevelandii.
It won't likely cover bare branches from above. But you have cousin
salvias together — both extremely aromatic (but different scents), and
similar in flower shades and form. Foliage color is a nice combo. Both
need similar culture and grow in similar conditions in the wild. Also, I
believe there are several natural and man-made hybrids of the two
species, so your customer might get lucky with a new hybrid.
Some other suggestions:
Salivia "Bee's Bliss" (s. clevelandii x s. sonomensis or ?)
Various shrublet and prostrate thymes, especially gray colors
Achillea x kellerii (Keller's Yarrow)
Small silvery bunchgrass — natives?
Stachys (not showy, but so what?)
