Some poppy flowers do seem to be self-sterile though I have never seen it 
stated in writing.  I grow Greek poppies (P. rhoeas var. pusilla) and notice 
that they seem to need a "critical mass" in terms of amount of flowers 
before the bees take interest.  When they don't I get very little seed, and 
so I usually take a day or two and go at it with a brush to make sure.

In Seattle, Romneya doesn't set seed, it seems to be just too cool there.
