Nan, I've used Tuscan Blue as a hedge, it has upright growth and bright blue flowers. I planted it around my vegie garden to hide the rabbit/kangaroo proof fence, it's doing well and nothing's eaten it.

Can anyone recommend a rosemary that will work as a narrowish upright hedge, kept to about waist high?
And does anyone know whether bunnies eat rosemary?
