Hi Nan,
Carex pansa/ Carex gracilis (the latter is probably what it actually is) can take mowing down to 3 inches, though you don't really have to. If you do mow, you won't need to mow very often.
From my experience, if you treat it like a regular lawn with regards to fertilizer and especially irrigation, it should do as well as any turf grass. Be sure to give it time (without kids) to really establish a continuous turf.
Once established, it should be fine for kids and dogs.
