Latin Question

Hello.

I recieved an Index Seminum today, and would like to participate in
receiving seeds. Unfortunately, the only thing that appears to be terms
or instructions is the phrase "Pro mutua commutation offert".

I am both embarrased and amused to admit that I cannot quite translate
this; in context, it seems to mean either:

"we are happy to give you the seeds in a cooperative spirit since you
are kind enough to grow them"

Or

"you don't get something for nothing, you must give us seeds in return
even though we have not given you any idea whatsoever what we wish to
receive"

Or is my non-botanical Latin even worse than I dared to dream? 

Could someone kindly help me out on this?
