Your description does sound like Lavandula viridis to me also. As
I recall, its foliage was somewhat 'hispid' (sticky) as well. I do
not grow it currently, but enjoyed its bright green foliage and
unusual fragance in a 'chartreuse' theme planting I once had. The
flower spikes were strongly 4-sided, and the bracts topping the
spike could be called whitish, but were probably best called pale
green. Roger's list (just sent to me for inclusion in the Lavandula
web pages I'm creating) list a few hybrids of this species with L.
stoechas (they are obviously related) which might be interesting to
see. I have also seen L. viridis listed as L. stoechas 'Alba', and
this is the name under which I bought my first specimen. I knew it
was not correct, this plant being distinct enough from L. stoechas
to my mind to avoid confusion, but apparently not all share this
perception! ;-)
