For 'virtually' no water lawns consider the following in the US:
(The amount of water these require depends upon your aesthetic tolerance
for gray stuff. Each will survive in a true Med climate without any
supplemental water but you may not be happy with the look.)
Buffalo grass (*Buchloe dactyloides*). From the US midwest. The darling of
the U.Cal. at present. Also big in Nebraska and environs. I saw a
beautiful patch of it at the U.of Nebraska.
Hybrid bermudagrass (*Cynodon dactylon*): thicker, finer-textured than
regular bermuda. Can be mowed at 1" without weed encroachment. Goes
dormant for approx. 60 days in coastal Cal. My fave.
Tall fescue (*Festuca arundinacea*) overseeded with Zoysia (*Zoysia
japonica*). The former does need some summer water. Each species thrives
in a different season, each compensating for the other's weaknesses.
