Try a 100% rye grass if the area  is to take that much wear. It is very water tolerant and stands heat.

Hi, I live in Middletown, Lake County, temp range 20F to 102F, I need a
grass or ground cover that can be sowed on to adobe, can grow over a
septic system, live through 3 dogs.  It will be the picnic area (back
yard) there is not any shade for the next few years, it has standing
water in winter, and will have to be watered in the late spring and
summer, water from well does have med amount of salt. I would like to
find a cover for the dirt that is native, but it does not have to be if
there are not any good choices.
