no-til, mulch

I've been using no-til for the first time this year. It's been an
exceptionally cool summer here in Berkeley so I haven't had to water much
and am still using hose-attached sprinklers when I do.
I'm not clear on when and where to put down more compost. Do I put it under
the mulch? I've been doing a little of everything - putting compost on top
of the leaf mulch and then putting more leaves on top of the compost.
When I do get soaker hoses (my intention) I'm wondering how the mulch and
compost will get wet if they're on top of the hoses. I assume they need to
get wet so that they can break down and provide all the good stuff to the
soil and plants.
Can someone advise?
