My English propagating book says basal heel cuttings taken in spring and
rooted at 18-21 degrees celsius.

I am not sure how one gets basal cuttings from this type of plant, but
heel cuttings are usually pulled from the parent stem to leave a bit of
older tissue at the bottom end.
