It is apparently Mediterranean - perennial, cool wet season, dry summers.
The South African Dept. of Agriculture lists it as "Common Ehrharta"
(Polgras in Afrikaans) and lists the following chemical controls for it:
diuron/terbacil, hexazinone, hexazinone/terbuthylazine, tebuthiuron. They
have a nice table on their website listing chemical controls for lots of
plants.
Not everyone regards it as a weed - I noticed a Purdue Dept.of Horticulture
website that makes the following statement about this grass:
"It has proved valuable on sandy, coastal soils in California where it is
used for range reseeding."
