euphorbia cotinifolia odd behavior

I have a Euphorbia continifolia that has been sitting for months with just stubs of leaves. The weather has been plenty hot for them to develop, but they just sit there. The stems are green just beneath the surface, the leaves are soft an pliable (rather than dried out).

Any ideas?
