Lots of internet refs for this  The leading French exponent is Patrick Blanc who seems to use a metal frame against a wall, then rivet a PVC sheet to this, then staple two layers of felt, plants are planted pockets in the felt and the whole thing has automatic irrigation & fertilising.  We are aiming to make a sample free standing panel to test out various plants and our system in general as a starting point

Could it be an espalier?  A hedge?  A collection of plants in one-sided pots hooked upon a structural wall?  What do you mean by "panel"?
