Looks like Acmispon heermannii.  Used to be a Lotus.

Hello,

So I see this plant all over the place here.It grows as a very low growing ground cover with felty gray leaves and minute but showy flowers. It seems to enjoy disturbed soils, and reminds me of a flat, woolly leaved Lotus scoparius. Any idea what it might be?
