Finally! My potted wisteria is expanding its leaves! its mid summer and
NOW it decides to start growing. In fact most of my plants have been
slow to start! I dont know if its just me, or has anyone else had this
"Problem"?

You are not alone. El Nino seems to have made lots of Calif late this
way. I'm just now getting good growth on some of my plants too. Finally
got some tomato flowers. Blooming and fruiting does seem to be on schedule
for the perenials and trees/shrubs, but new growth is behind.
