Hi Jerry - 

Agapanthus is available in France.  The only specific source I have info
about at hand is Pepiniere Filippi, on the south coast near Montpellier,
which lists 11 forms in its catalog (of various species including the very
desireable A. inapertus with its pendant flowers).  Olivier Filippi is an
e-mail aquaintance and could perhapd help direct you to other sources.
