Mediterranean Wild Flowers (Blamey and Grey-Wilson) 
Calls this Shrubby Ptilostemon and describes it as a "spinless evergreen
shrub (others in the genus have spines). Stems often white-downy. Leaves
white-downy beneath. Flower heads purple 14-24mm in lax spreading
few-flowered clusters or solitary....
Rocky habitats, cliffs Greece, Crete and eastern Med. Flowering
May-July". 

The flower is pictured and looks quite showy with long florets but more
like a knapweed (Centaurea) than the average thistle as it is not at all
prickly.
