I agree with Jason that your plant is probably Cordyline stricta,
which are in bloom now in the east bay as are the C.australis.
One finds C.stricta in older gardens here,usually in some shade, planted perhaps
in the
first 2-3 decades of the 20th century,and passed around since.
It took me a long time to identify it too.It's a good, tough plant
with nice foliage and flowers.
