It seems that only northern California people are responding to Nan's
query. I will fill in for BC, and then we can assume that gardeners
in Washington and Oregon also plant in the fall.
On the British Columbia coast, the sensible time to plant anything
hardy is when the fall rains begin. We have to time it right so it
is still pleasant to be outside, and so there is enough daylight left
after work - (although I have worked by flashlight). September is
when I plant garlic, October is good for planting out of nursery
pots. I find that is often too early for breaking up perennials that
are already in the garden, because the ground isn't wet enough yet.
The most successful time for dividing Pacific Coast Native Iris is
November and December.
