Piles of sand

In my yard, i keep finding these small cone shaped piles of sand. It
doesnt look like an animal builds them, because i dont see any holes. I
may be wrong of course. It's getting as bit annoying because the sand
seems to pile up around the bases of the plants (the plants dont seem to
be affected. Any idea what this could be?
I live near Monterey if that's any help.
