Defoliating wasps and bees

Hello,
Does anyone have any way to avoid wasps and bees from defoliating plants?
It happens in the yards in this area every year in early June, especially
on roses, Parrotias and some maples ( and sometimes on some Rhododendrons too).
The damage can be devastating sometimes, similar to what Japanese beetles do in
the USA (or, at least in my experience, in Ohio).
