Tagetes lucida, or Mexican tarragon, like many perennials, has overwintering stems that look pretty bad by spring, and then has many new leafy stems that sprout up at the base in spring. I cut all of last year's growth to the ground when I see the first of the new leaves at the bottom, though you could do it sooner.

 

Tagetes lemmonii is more of a shrub. I haven't grown it, but think that Cathy's advice to take a fouirth to a third of it after bloom sounds right.
