The UC Davis Arboretum has plant sales in the spring and fall, and the inventory is posted online a few days before the sale so you can see if there's something you're looking for.
Morningsun Herb Farm in Vacaville has some of the most interesting perennials I've seen, though its specialty is herbs.
Haven't been there, but there's also Lemuria Nursery in Dixon.

Hi Gardeners -
A gardening friend from the Bay Area recently moved to Sacramento and has been disappointed not to find any nursery that carries a variety of interesting perennials, shrubs and trees. Those he’s visited have had very limited selections and seem to focus on annuals. Does anyone know of an independent or specialist nursery for avid gardeners in the Sacramento area? He will be eternally grateful for any suggestions you can offer.
