David,
Vitex lucens suffered some during the freeze of 1990
in Golden Gate Park, but otherwise seems hardy here.
The damage then seemed limited to the foliage. There
are some fairly large specimens between the Haight
Street entrance to the park and Hippie Hill. I have a
vague recollection of one being grown at the UC
Berkeley Botanic Garden as well, but I may be wrong.
