One possibility that comes to mind is the pacific wax myrtle
(myrica californica). I have a nice hedge of it that grew fast,
uses very little water, and seems very well behaved, needing no
attention at all. It's pretty hardy too, and is exactly the
dimensions you mention. The only non-qualifier is that it is
more a medium green than a dark green.
