I know that Echiums are relatively short-lived but two years is an exaggeration.  I've seen plants upwards of 20 years old.
 
They do get kind of scruffy, though, and maybe some gardeners remove them simply due to their unkempt look.
 
I wouldn't remove one until it either died outright or it looked beyond ugliness repair.
