Like the E. candicans, although it does take some space,
but does anyone know if the biennials, or even the annual, will reseed?
One of the websites mentions that they're easy to grow from seed. If they
would "naturalize" it would make them easier to
maintain.

You're absolutely correct Joyce.
Echium wildpretii, the tower-of-jewels, is definitely a biennial or
short-lived monocarpic perennial.
And Echium pinniana is described as a "short-lived" shrub.
I guess I was assuming the common Echium, E. candicans (formerly E.
fastuosum).
