Not a wildly original suggestion but how about Albizia julibrissin?   Not feathery but you might also consider Acer monspessulanum, Cercis siliquastrum, Aesculus californica, Catalpa bignonioides, Punica granata, Koelreuteria paniculata, or larger growing shrubs such as Chilopsis linearis, Xanthoceras sorbifolia, Vitex agnus-castus.
