I too have had some trouble rooting this and similar plants.  I think the key is good air circulation to keep the fuzzy leaves from becoming too sodden.  A sharp, well drain mix is also important (sharp sand, perlite, and other grit in the mixture).

Lately I've experimented with a different approach that shows promise.  I had a jar of spoiled rooting powder (it got wet and stuck together in a clump) - it was a fair amount so I was reticent to just toss it out.  I came up with the idea of breaking off a small piece and putting it in a small jar of water I use to hydrate cuttings.  I let the cuttings sit in this water/rooting hormone moisture for a few days (swishing the water around occasionally as the powder tends to settle), and then I put the cuttings in the prepared propagating mix.  It seems to give the cuttings some of the hormones through the water.  I seem to be having some increased success.

'Willow water' might also work.  Willows naturally release a rooting hormone (perhaps why they root so easily).  Soak some willow shoots in water and them soak the cuttings in that water.  You can also use the 'willow water' to water the cuttings.

Good news about the Ballota cuttings, I have also had good success with the method Gill recommends.

As with all grey/silver felty leaved plants, the trick is not to let them stay too wet around the stems, good drainage and not closely covered.

I find that greenwood cuttings work very well, spring or autumn, without much additional care other than the usual - light shade, keep watered etc.  My plant also self seeds around the garden so i guess this is another possibility.
