Hi Sheryl

I tend just to shorten spent flower stems as I see them in a rather
haphazard manner, but my  (Northern Hemisphere) Gardening Dictionary
says "remove dead flower stems and lightly trim over bushes in late
summer. Straggly plants may be cut back hard in late March or April to
encourage new growth from the base.

Clip established hedges to shape in March or April.

Lavenders tend to grow leggy with age and are best discarded and
replaced after five or six years."

If you want to propagate your own when this stage comes they recommend
3-4 inch cuttings of ripe, non-flowering shoots taken in August and
overwintered in a cold frame before planting out the following March or
April.
