Since the clock is ticking, I jumped on this right away! ;-)
I'm betting on chaparral beard-tongue (Keckiella antirrhinoides). I looked
in CalFlora and found the following page of photos (hope this comes across
ok!):

Their distribution maps seemed like they might not be right (not the first
time), assuming that you mean this is Native to San Luis Obispo. I've
often wondered if this shrub might do well in gardens - do you have it
planted there at your mediterranean garden? We have a few Keckiella
species up here, but perhaps not as showy as this one.
