Pruning Echium fastuosum

Charles' good advice concerning pruning bougainvilla made me think about
my small one year old Echium fastuosum which is in glorious blue bloom
right now. I must think soon about pruning it to keep it within bounds
for my small garden.

Questions:
1. Can E. fastuosum be headed back hard? Where will the new growth come?

2. I've seen old ones skirted up into small trees opening up the space
underneath for planting; if I decide to do this, should I start now
while it is still at the 4 ft. level?
3. And does this mean I should cut all the stems except for 3 or 4 back
to the main stem or base?
4. Give me your educated opinions as to how this gorgeous creature
should be handled in a small garden.

Thanks, Jan
