The general situation in the US regarding the cultivation of
Papaver somniferum is somewhat confused. An interesting news item

gives a fair summation of what I believe is still the case.
Note that strictly speaking, it is a schedule two controlled
substance (the plant as well as their products) and so illegal
in the entire US of A, not just California.
