In my mind, there are two possibilities.
Someone already mentioned the 'China Doll' Tree - Radermachia sinica (see:

(I'm just noticing that some of the text is messed up on this page! - I'll
have to fix it) This plant is usually grown as a houseplant, but it will
grow into a nice small tree out-of-doors in the milder parts of the
California Bay Area, and certainly where you are in So. California. I've
never seen it flower here (or when grow indoors), but you might have enough
heat build-up to produce a good bloom.
There is also the very similar looking China-Berry Tree - Melia azedarach

I mention this one because it often goes under the strangest common names,
often close but not quite the most common common name of China Berry. I
expect this is because of its former widespread use throughout the US and
in many other parts of the world, because of the anti-fungal/pest-repellant
properties of the leaves (related to the famed Neem Tree).
