This is a HOAX. Please go to the official Symantec page for a listing of computer hoaxes whenever you get something like this. There are also clear indicators in the text when something is a hoax. These are phrases like "is not detected by Norton nor McAffee anti-virus system" and also exhortations to send the message to everyone you know.

If you follow the directions below you will actually delete a legitimate file. It is the Microsoft Debugger Registrar for Java.
If you have accidently followed the directions to delete the file you can also find directions on the Symantec page about how to restore it.
