Rosemary die back

Hello everyone!
I am having an issue with rosemary dieback. I thought
it was due to the snow and hard frost this winter.
But we're having Med-like weather now, and I still
have full or 1/2 branches turning completely brown.
There is no sign of fungus or bug. I noticed some
small yellow dots on the leaves, but I'm not sure if
it's related. Any ideas?
